Protect Every Innocent Life – Vote NO on Amendment 3
On November 4, 2026, Missouri voters will decide on Amendment 3 (HJR 73), a proposed constitutional amendment regarding abortion. While presented as a “compromise” or “fix,” this measure would embed exceptions for abortion directly into the Missouri Constitution, creating unequal protection for unborn children.
We believe every human life is worthy of protection from the moment of conception. Missouri should affirm full personhood and equal protection under the law, not enshrine exceptions that treat some babies as disposable.
What HJR 73 Would Actually Do
If passed, Amendment 3 would:
- Allow abortion for rape and incest up to 12 weeks with no meaningful verification requirements.
- Permit abortion for fetal anomalies with no gestational limit, based on “reasonable medical judgment.”
- Classify abortion as “reproductive healthcare.”
- Leave chemical abortions (abortion pills) largely unregulated.
- Allow taxpayer funding for many of the exceptions.
- Make these exceptions extremely difficult to change or remove in the future because they would be constitutionally protected.

Recent Court Ruling (June 18, 2026)
A Jackson County circuit judge struck down many pre-2024 abortion regulations. This expands in-state medication abortion access (after a required in-person doctor visit). The state is appealing the decision.
Important Note on Mail-Order Abortion Pills:
Yes, women in Missouri can still order abortion pills by mail from out-of-state telehealth services and international providers. The recent court ruling does not stop this. Mail-order options remain widely available and unaffected by either the ruling or HJR 73.
Major Concerns with Amendment 3
- Creates Two Classes of Babies – Some are protected; others (conceived in rape/incest or with anomalies) are not.
- Massive Loopholes – Rape/incest claims have no effective verification process.
- No Real Limits on Late-Term Abortions for fetal anomalies.
- Does Not Stop Abortion – Missourians can still travel out of state or order pills online by mail.
- Hard to Fix Later – Constitutional amendments are much harder to repeal than statutes.
- Sends the Wrong Message – Law is a teacher. Exceptions teach that some lives matter less.
Biblical Perspective on Compromise and Incrementalism
There is no instance in Scripture where God ever gives permission for sin. There is no example where God blessed His people for allowing only “a little sin.”
Murder is sin. Abortion is the intentional killing of an innocent image-bearer. Therefore, we must apply the same logic to unrighteous incrementalism: God does not bless strategies that enshrine exceptions to murder in law, even if they reduce the total number. Partial obedience is disobedience.
Law is a teacher; exceptions embedded in the Constitution teach the next generation that some babies are disposable.

- Every human is made in God’s image (Genesis 1:27).
- God forms and knows each child in the womb (Psalm 139:13-16; Jeremiah 1:5).
- No partiality allowed (James 2:9; Romans 2:11).
- “Thou shalt not murder” (Exodus 20:13).
- Speak for the voiceless and rescue those being led to slaughter (Proverbs 31:8-9; Proverbs 24:11-12).
In Regards to Transgender Surgeries – We Already Have Strong Protections in Place
Missouri’s SAFE Act (2023) bans transgender surgeries and related procedures for minors. This law remains fully in effect and was recently upheld by the Missouri Supreme Court. Claims that Amendment 3 is needed to address transgender issues for minors are not accurate, the ban stands on its own.
